1.QP shall use the CSC form to apply for Compliance Certificate (CSC clearance) for a completed development after he has inspected and confirmed the following:

i.Outstanding sanitary/sewerage works, if any, have been completed in accordance with the registered DPs on Sewerage. The Certificate of Completion and Inspection for Sanitary/Sewerage Works has been submitted to Sewerage Department (applies only if the QP has not applied for TOP for the development). ;
ii.Outstanding pollution control works (for an industrial development), if any, have completed in accordance with the BPs on PC;
iii.Building works related to environmental health have been completed in accordance with the registered BP on EH. A Certificate of Completion and Inspection of the related building works has been submitted to CBPU; and
iv.Surface water drainage works have been completed in accordance with the registered DPs on Surface Water
Drainage. The required Certificates on Inspection and Completion have been submitted to Drainage Department.

2.CBPU, PUB(WRN Dept) and PUB(C&W Dept) may arrange with QP to carry out checks on the completed works.

3.Should there be a dispute on the interpretation of compliance with environmental requirement at CSC stage, QP may refer the dispute to the following 2-level appeal mechanism:

(a) Level 1

QP refers a dispute to the Statutory Boards (NEA - for Pollution Control/ Environmental Health matters and PUB  for sewerage/ drainage matters) .

If QP is not satisfied with the decision, he will refer the dispute to an Appeal Committee at Level 2. The Appeal Committee is chaired by Director-General of Environmental Protection and comprises a member each from SIA, IES, ACES and the representatives from NEA/ PUB.

(b) Level 2

The Appeal Committee will sit and consider the dispute and may invite the QP to present his dispute.

The decision of the Appeal Committee shall be final.

4.CBPU will issue the CSC clearance after the buildings works related to EH and PCD, sanitary/sewerage works and surface water drainage works have been completed and certified in accordance with the BPs and DPs. CBPU will process the application for CSC within 7 working days.
