  BUILDING PLAN
  1. At building plan stage, QP shall prepare building plans (BPs) and detailed plans (DPs) of buildings works as well as related building services such as solid waste, sewerage , surface water drainage and pollution control systems to comply with environmental requirements stipulated in the codes of practices and relevant regulations. The codes of practices are: 
    1. COP on Environmental Health (COPEH)
    2. COP on Pollution Control;
    3. COP on Sewerage and Sanitary Works; and
    4. COP on Surface Water Drainage.
  2. CBPU will reject building plans and detailed plans if QP has not applied for SIP & DIP nor obtained necessary DC Clearance for the development site. 
  3. For a typical development, the QP shall prepare and submit to CBPU the following BPs and DPs:

BP on Environmental Health (EH)
  1. Refuse storage and collection system 
  2. Public toilet
  3. Food Retail Outlet
  4. Food Factory
  5. Market
  6. Swimming Pool

BP on EH is related to building design and shall be submitted and registered with CBPU before applying to BCA for BP approval.
BP on Pollution Control
  1. Pollution Control Equipment
  2. Wastewater treatment plant
  3. Fuel Burning Equipment
  4. Storage of oils and chemicals
  5. Incinerators

BP on PC is related to building design and shall be submitted and cleared with CBPU before applying to BCA for BP approval.
DP on Sewerage / Sanitary Works
  1. Internal sanitary plumbing and drainage system
  2. M&E equipment for sewerage installations
  3. Minor sewer 
  4. STP if public sewer is not available

These are detailed plans on sanitary/sewerage services which do not affect building design and will be registered separately with CBPU independent of BCA's BP approval process.

DPs on Surface Water Drainage
  1. Internal surface water drainage system
  2. Pumped drainage system for basements
  3. Culverts
  4. Road Side Drains
  5. Retaining wall in the vicinity of public drains. (For procedures on submission of retaining walls, please click here)

These are detailed plans on surface water drainage systems which do not affect building design and will be registered separately with CBPU independent of BCA's BP approval process. QPs shall pre-consult the Drainage Department on the sizing of the entrance culvert/roadside drains before submitting the detailed plans to CBPU for registration. 
  1. QP shall use the following procedure for the submission of BPs and DPs:

    i)   QP consults CBPU on the preparation of plans and seeks waivers for deviations if required upfront. QP may refer the waivers to the Waiver Committee for consideration. For plans with deviations, QP shall obtain waivers in writing before submitting the plans to CBPU for registration; ii)  QP submits plans with standard application forms to CBPU.  These standard application forms contain the latest endorsements on compliance with codes on environmental health, pollution control, sewerage and drainage.  CBPU will not check the plans and instead register the BP on Environmental Health, DP on Sewerage and DP on Surface Water Drainage within 1 working day.  CBPU will process the BP on Pollution Control within 7 working days. 

  2. As for industrial developments which may have health & safety hazards and pollution impact, CBPU will continue to clear and check plans on pollution control. QP shall continue to use the checklist (CBPU-PCD-99 ) to check the plans on pollution control for compliance with NEA's requirements. The checklist need not be attached to the plans.

  1. For additions & alterations to existing conventional houses which are not affected by public sewer or drainage reserves, QP shall continue to submit DPs directly to BCA under the simplified plan submission scheme. QPs need not register the DPs separately with CBPU. However, QPs shall endorse on plans that they comply fully with NEA's requirements.
