1.At DC stage, CBPU checks layouts of developments for compliance with the following requirements:

i.adequate building setbacks are provided between MRT above ground tracks/factories and residential buildings;
ii.Buildings/structures do not encroach into public sewers/pumping mains/drainage reserves/common drain;
iii.Platform level of the development is raised above the minimum platform level for effectual land drainage;
iv.land is set aside for the provision of sewage treatment plants in areas where public sewer is not available; and
v.minimum crest level for the underground linkage to MRT station/ underground linkage to development having underground linkage
to the MRT station.

2.QP need not consult CBPU at DC stage if the development site is not affected by MRT track/factories/public sewer/pumping mains/drainage reserve/common drain/MPL/underground linkage to MRT station/ underground linkage to development having underground linkage to the MRT station.

3.For proposals involving structures overcrossing waterbodies with Drainage Reserve at least 17.5m wide, QP shall seek clearance from the Secretary, Waterbodies Design Panel c/o URA.

4.CBPU will reject DC plans if QP has not applied for SIP & DIP for the development site.

5.QP consults CBPU on the preparation of layout plan of the proposed development and seeks waivers if required upfront.

6.QP shall use the checklist (CBPU-DC-99) to check their DC plans of the proposed development for compliance with NEA's requirements. QP submits the DC plans to CBPU (checklist need not be attached) . CBPU will check and clear the DC plans. CBPU will issue plan clearance to QP. CBPU will process the application for DC within 7 working days.

7. For infrastructure projects (e.g. MRT/road tunnels, roadworks, MRT/road viaducts, etc.), QPs shall apply to CBPU for SIP/DIP for information on sewerage and drainage infrastructure. Thereafter, the QP shall submit their proposal to PUB(Water Reclamation Network Dept) and PUB(Catchment & Waterways Dept) for clearance. DC/BP/TOP/CSC clearances from CBPU is not required.  However, for MRT stations, depots, ventilation buildings/shafts, etc. QP shall obtain clearance from CBPU at the DC/BP/TOP/CSC stage.
