1. What is the normal working hours at Port Health Office?

The Port Health Office provides 24hrs service for the issue of Ship Sanitation Control Certificates and approval of fumigation permits.

Applications should be made one day in advance. For enquiries, please call Tel: 62222585.



2. Who can apply for a Fumigator Licence?

This service is meant for qualified candidates who have passed the Examination for Fumigator Licence conducted jointly by the National Environment Agency and the Health Sciences Authority.

Only successful candidates are allowed to apply for Fumigator Licence.

3. Who can apply for Fumigation Permit?

This service is meant for companies who have fumigators licensed by NEA to carry out fumigation by means of Hydrogen Cyanide, Methyl Bromide and/or Hydrogen Phosphide.

Companies wishing to apply for a permit using this electronic system need first to submit the particulars of their officers who have a fumigator license. They will have to submit applications on behalf of the company.

Once payment for the application has been made by the applicant and approved by the NEA Officer, a pdf permit will be available online for view and print for record.

4. What documents do I need before I submit the application for a fumigation permit through the Internet?

  1. Applicant’s Personal Particulars
  2. Applicant’s Present Employer Particulars
  3. Particulars of vessel/goods to be fumigated
  4. Location and date/time of fumigation
  5. Type of fumigants and the dosage to be used



5. What are the charges for the Fumigation Licence and Fumigation Permit?

Fumigator licence - $ 150/ per year

Fumigation Permit - $ 10



6. What are the Modes of Payment?

Payment can be made through eNets. Payment can also be made at Port Health Office (Central Regional Office, 4545 Jalan Bukit Merah, Singapore 159466) by cashcard and NETS.
You can also deposit cash or cheque (made payable to NEA) into the department's OCBC bank account No. 501584221007 and producing the original copy of bank's paying-in slip as proof of payment to the Port Health Office.



7. What is eNETS payment?

ENETS is an Internet-based payment. The following are offered:

  a) FlexiPay- A GIRO-based payment mode.
  b) eNets – Credit/Debit Card
  c) eNets Debit – Internet Banking

Payment using eNETS on Windows XP Service Pack 2, Internet Explorer 6.0 and above


If you are using a pop-up blocker*, please add the following sites to your list of allowed sites. Otherwise, the relevant transaction pages cannot be displayed, and your transaction request cannot be processed.

8. How do I apply for eNETS Debit? Do I need to pay for an eNETS Debit account?

eNETS Debit is a method of payment. You will be able to make payment via eNETS Debit as long as you have an Internet Banking account with any of the following banks:
a) Citibank
b) DBS
c) UOB

Please check with the respective banks on the application for an Internet Banking account. Upon successful application, you will be given an Internet Banking UserID and a PIN. With the Internet Banking UserID and PIN, you will be able to make payment via eNETS Debit. No additional charges will be imposed on the user for using eNETS Debit to make payment.

9. How do I know if the application is confirmed?

The confirmation page contains the information you entered in each step of the online request process. This page gives you the opportunity to confirm that the information you have entered is correct before proceeding to the next step. You can correct the information by clicking the ‘Edit Entry button’



10. What is the normal working hours at Port Health Office?

The Port Health Office provides 24hrs service for the issue of Ship Sanitation Control Certificates.

Applications should preferably be made one day in advance. However, for urgent cases where ships have to leave port within several hours after arrival, application could be considered if the Port Health Office is notified (Tel: 62222585) at least two hours before hand.

For ship inspection outside of the normal office hours, applicant is required to provide the launch to ferry the Port Health Officer. Please contact the Duty Officer at Tel; 62222585 if you require further clarification.



11. What documents do I need before I submit the application through the Internet?

  1. Personal particulars
  2. Present employer's particulars (including Company ROC)
  3. The vessel particulars (including the gross tonnage)
  4. The vessel arrival and departure date/time
  5. Expiry date of SSCC/SSCEC
  6. Last port and next port of call
  7. Location of vessel



12. What are the charges for the Ship Sanitation Control/ Ship Sanitation Control Exemption Certificate?

Ship Sanitation Control / Ship Sanitation Control Exemption Certificate - $ 170 (For vessel not exceeding 75 gross tonnes)
Ship Sanitation Control / Ship Sanitation Control Exemption Certificate - $ 230 ( For vessel exceeding 75 gross tones).



13. What are the Modes of Payment?

16. How do I confirm I have made a payment? Will I be given a receipt?

Upon successful transaction, you will receive an acknowledgement page from the Bank, which confirms your payment.

Please print a copy of the acknowledgement of payment page from NEA and bring it to Port health officer to collect the certificate.
