The 3P Partnership Fund is a grant program administered by the National Environment Agency (NEA). It aims to encourage and assist organisations, companies and individuals from the People, Private and Public (3P) sectors to work together to develop innovative and sustainable environmental initiatives that promote environmental ownership amongst the local community.
The 3P Partnership Fund places emphasis on 3 areas: -
- Working in partnership;
- Promoting environment ownership; and
- Launching initiatives that reach out to the school population, industry or community at large.
Any Singapore-registered organisation, Singapore-registered company or Singaporean. As a pre-requisite, applicants must involve at least one other partner from the 3P sectors (excluding NEA) in the initiative.
The 3P Partnership Fund supports projects that focus on:-
(a) Environmental education
(b) Promoting community participation in environmental activities by engaging the school population, industry or community-at-large
Projects should be oriented towards one or more of the NEA's Outcomes, namely Clean Air, Climate Change & Energy Efficiency, Clean Water, Towards Zero Landfill, Dengue Fever Surveillance & Control, Singapore Litter-Free, Food Hygiene, Clean Public Toilets and Other Public Health.
The 3P Partnership Fund works on a co-payment basis. First time applicants would receive no more than 50% of the proposed budget based on the merits of the project. Past achievements and track records in implementing environment-related initiatives will be taken into consideration.
To be considered for grants under the 3P Partnership Fund, the proposed project must meet the eligibility criteria.
Applicants are strongly encouraged to discuss their project with NEA officers prior to making a formal application, so as to better ascertain whether their project meets the requirements of the 3P Partnership Fund.

Grants are disbursed on a reimbursement basis, for eligible expenditure incurred during the approved project period.
Upon completion of your project, please submit:
- Letter of Request for Reimbursement
- Financial claim with original/certified true copies of receipts, payment vouchers or statement of payment
- Completed Project Report
- Completed Interbank GIRO form
