Pollution Control Department

Singapore developed its industrial base and achieved high economic growth in less than three decades. In tandem with Singapore's rapid economic growth and industrialisation, programmes were also implemented, at an early stage, to protect the environment.

The Pollution Control Department (PCD) is responsible for air and water pollution control, and hazardous substances and toxic industrial wastes control. PCD monitors the ambient air quality and the quality of water bodies in Singapore. It is also responsible for the formulation and implementation of joint programmes on transboundary pollution with the neighbouring countries. Through its Central Building Plan Unit (CBPU) PCD ensures that environmental factors are incorporated into land use planning, development and building control of new developments.

The key strategies in managing the environment comprise three elements, viz; prevention, enforcement and monitoring. Prevention of pollution requires proper land use planning and provision of environmental infrastructures. For example, industries that can cause accidental discharge of pollutive and toxic chemicals will not be allowed to be sited within water catchments.

Once preventive measures are established, controls are stringently enforced to ensure that pollution control equipment are properly maintained and operated, and effluents discharged meet emission standard. The quality of the environment is monitored regularly to ensure that these pollution control measures are adequate.

PCD also controls the import, use, storage and transportation of hazardous substances. It also ensures the safe handling, treatment and disposal of toxic industrial wastes.

The success of these environmental protection programmes is evident today. Singapore air quality meets international ambient air quality standards and is comparable with the best cities in the world. All inland waters support aquatic life and coastal waters generally meet the recreational water standards.
