The Singapore Arts festival is a bi-annual performing arts festival and is the region's premier arts showcase. The Living Art, an outreach programme within the festival, is an outdoor project with special arts event and workshops. The programme brings the message of environmental ownership. Students create a strong visual and aural impact on both children and adults through arts involving the environment. The event aims to educate the public on the principles and the practicality of the 3Rs (Reduce, Reuse and recycle) through the various activities, performances, workshops and other affiliated education avenues present at the event.

As part of the Living Art event, which took place on the 12 & 13 June 2004 at the Ngee Ann City Civics Plaza, the National Arts Council (NAC) and the Singapore Environment Council (SEC) together with the National Environment Agency (NEA) organised the 'aRRRt from Urban Waste' contest for secondary schools. This contest aims to give students who are passionate about the arts and the environment an opportunity to showcase their creativity and talents in creating a sculpture made from reusable and recyclable materials. In addition students can also learn to appreciate and care for the environment through fun and creativity.
